Consultancy Services for Preparation of Detailed Engineering Design, Cost Estimate and Tender Documentation for Construction of a Model Public Toilet Facility in Lahan Municipality

1. Background

Dalit Jan Kalyan Yuba Club (DJKYC) is a local, non-profit and non-political organisation based in Bastipur (Pradip Giri Ashram), Ward No. 14, Siraha, Nepal. Since its establishment in 2000, DJKYC has been working to eliminate discrimination and improve the well-being of women, children, and marginalised communities, while also contributing to Water, Sanitation, and Hygiene (WASH) improvements.

WaterAid Nepal (WAN) is implementing The Beacon Project: Municipality-Wide Equitable WASH Services in Lahan, a joint initiative of Anglian Water, its Alliance Partners, WaterAid, and Nepal Water Supply Corporation (NWSC). The project aims to support Nepal in achieving Sustainable Development Goals related to water and sanitation through the implementation of WASH sector plans.

As part of this initiative, a model public toilet facility is proposed along the East-West Highway within Lahan Municipality. Architectural designs and 3D visualisations have already been prepared. To proceed with procurement and construction of the facility, a complete engineering, cost estimation and procurement-ready documentation package is required.

DJKYC, on behalf of WaterAid Nepal and in coordination with Lahan Municipality, intends to engage a qualified consulting firm to prepare detailed engineering designs, technical specifications, cost estimates, bills of quantities, and tender documentation required for construction and contract procurement.

2. Objectives

The overall objective of this assignment is to prepare a complete construction-ready and tender-ready package for the proposed model public toilet facility in accordance with: 

Applicable Nepal National Building Codes (NBC)

• Relevant municipal building approval requirements
• Government of Nepal standards and specifications
• Universal accessibility principles
• Climate-resilient and environmentally sustainable design practices
• WaterAid's inclusive WASH standards and guidelines

The assignment shall enable DJKYC and Lahan Municipality to directly initiate the procurement and construction process without requiring additional engineering documentation.

The specific objective of this assignment is:

• Review the approved architectural design and 3D visualisation package.
• Conduct site verification and assessment.
• Prepare detailed structural designs and calculations.
• Prepare electrical and solar power system designs.
• Prepare plumbing and sanitation designs.
• Design water supply, wastewater and stormwater management systems.
• Integrate rainwater harvesting and water conservation measures.
• Prepare complete working drawings for construction.
• Prepare technical specifications and construction standards.
• Prepare draft tender documents in accordance with applicable procurement procedures.

A pre-proposal meeting may be conducted, if required, to provide clarification on the assignment. For this assignment, consultant/service provider shall submit separate Technical and Financial Proposals. The proposal submission deadline is no later than Thursday, 8 October 2026 at office time.
